Use the "Completely Chameleon" cheat, then go to the Greenmote Silo and get as many greenmotes as you can.

They should all be worth zero gold, but if you have 100 alchemy skill you will be able to make potions out of them that are worth 50 gold each.

Note, this is not on the original Oblivion game but on the Shivering Isles and the Greenmote Silo only opens when you have gotten far enough into the main questline of the Shivering Isles.
