If your always having trouble feeding on people then go to the Arcane University any time after 8:00 pm.
Go into the Mages Quarter (you must have all the recommendations for the Arcane University for you to enter).
Go up the stairs to your left and enter the door, there you will see a bunch of bed with people sleeping. Pick a random person and drink!
