If your bounty is less than 500 or 1000 (I forgot which amount makes them arrest you on sight), and the guards have arrested you, you can avoid killing the guard, going to jail, or paying the fine.
Choose resist arrest and back away from the guard. You must yield to the guard from the maximum distance and break back away/look away fast so that he cannot talk to you.
He will sheath his sword without giving you the arrest dialogue again.
As long as you stay a couple feet away you can make it to your doyen or charm a guard that likes you.
