Get a spell called Touch of Rage (Illusion skill of 25) and as long as a Guard isn't around while you cast the spell, then that person will attack and you can kill them and loot them spell!
Warning: if they are fleeing and you attack them NPCs will come after you, also guards will help you but only if they dont see you cast the spell.
