Go to Charrol guard barracks and go in the corner of the room.

Sneak with your back against the wall whilst walking backwards and your level will go up fast because there are constantly guards in the barracks (you don't have to worry about the guards leaving their post).

Just keep checking every now and then at your levelling up. There is a bed you can sleep in just in the room next to you so you don't have to mess around finding somewhere to meditate.

Note: use the elastic band method on your controller so you can watch TV or do something else whilst you leave your character to level up.
