In the game's tutorial, there is a rat cage in the natural caverns.
Kill the four goblins in the room and then go to that cage.
Do not open the gate or pull the rope on the ledge above the pit.
For the time being, these rats are friendly and doing either of this will make them hostile.
If on a PC, simply set you player on autorun while in sneak mode next to the cage.
If on Xbox, you need to do this manually. It takes close to five hours but still works.
Check back every so often because the game pauses when you reach intervals of 25 in your sneak skill, and because the rats are glitchy.
At any given time, especially when close to the fence, the rats can disappear and reappear in another location.
If a rat can detect you from this location, your sneak skill will stop rising.
When you have reached 100, continue through the tutorial but do not select sneak as a major skill.
Doing so will bring your level to 10 or 11 instantly. If you are at level one still, you have created a nearly undetectable character.
To maximize sneak damage at this level, there is a bow in the game with a fixed 15 pt frost damage enchantment.
It is called the Frostwyrm bow and can be found on the remains of the Underfryke Matron (a nasty troll that can be found in the Valus Mountains Southeast of Dive Rock).
Bring some fire damage spells and potions and kill this monster and take the bow.
