When you have spoken to Juafree travel to Kvatch and attempt to close the Oblivion Gate.
Once you reach the Sigil Stone go into first person view and move the crosshair over the Sigil Stone and repeatedly tap A as fast as you can making sure that the crosshair is still were the Sigil Stone just was.
When you appear back in Kvatch you should have around 3 Sigil Stones.
