You're going to need a lot of acrobatics for this one because I did this on 110.
Go to Anvil and just next to the mages guild is an old abandoned house. Jump on it's roof and turn towards the house next to it. Jump onto its roof and continue onto the next until you reach the wall.
Jump onto the wall and then over. You will land at the anvil docks. You will probably notice there are no houses ships or trees and sometimes land itself.
It's an interesting new world to explore. So now, getting to Hammerfell.

Head north to the border over all the weird looking ground until you reach the river. Do not enter via the river, you won't be able to get up the steep slopes on the other side.
Go around the river to the north west and head into Hammerfell.
Another way to have fun is to jump onto the chapel in anvil when your on the wall. Use the tower next to the chapel to get higher.
