This is a spot that overlooks a bomb site on SnD or you can use it to snipe across the map.

Go to the blue and white building on the west side of the map (building #2). Find the forklift and stand behind it while facing it.

Look left and jump on the garbage can, climb the tires. Look right and jump onto the brown crates along the western wall. Turn right and jump onto the highest point of the forklift. Turn right and face the tall stack of brown pallets through the large doorway (next to the garbage can that you first jumped on). Jump onto those pallets (this is probably the most annoying jump). Jump onto the tall stacks of barrels in front of you (watch out for the support beam above your head). Turn left and jump across the room onto the green crates by the eastern entrance. Climb the higher crate. Jump right to the top of the blue barrels. Look out over the blue tarp or watch over the bomb site.

Note that several of those high stacks are good spots to overwatch the room from.
