Find the mini market building. It is between the footbridge and one of the road bridges that span the river. It has a large yellow sign that says 'Baratiero' or similar.

Looking at the sign, go to the right side of the building, you will see a T.V. stacked on some stuff. Jump onto the small crate by the T.V., jump onto the T.V., Turn 180 degrees and jump onto the wall that runs along the river, back up onto the higher 'column' of the wall and then jump onto the roof of the 'Baratiero' mini market.

This gives a nice view of that area and you can hide between the roof and the sign.
