Go on private match and go Rangers. Then run forward and look right.
You will see something hanging, go on the kerb and run and jump. Then don't let go of the controller.
There is a ledge - walk across and then at the end you will see something hanging - press A on it.
Then look left and walk across that edge - you will be on the roof
