Climb up the building opposite the helo pad (the one with the ladder).

Jump onto the makeshift platform and run to the bridge.

Climb onto the bridge (jump while touching it) and run to the window washer's cart-thing.

Hug the wall and drop to the small ledge on the building.

Follow that edge and you will come to a small window that leads to the second story of the building.

Now you have a good view of the outside and the buildings inside!
