Go to the helicopter pad, but stay on the side with the red fluttering sheet.

Run up the first set of steps so the railings are in front of you and jump on them.

Do a small jump to get on the fence, walk back a few steps, then sprint and jump so you are on the other fence.

Walk along the fence and lie down on the small building and start to shoot!
