In the middle-south of the Karachi map is a building with a small pool in it (base of fountain?) and there are steps that lead upstairs. Go into that building.

Go up the steps and around the balcony to the other side (still inside building). Get on the railing (more like a low wall) under the last arch. Jump onto a small ledge on your right, above the door, between the two sides of the upstairs balcony (watch head-hits archway if not careful). Jump onto the railing (low wall) on the side by the steps. Jump onto a small ledge above the base of the steps (watch head again).

Peer over the railing/low wall at the one entrance. People will enter there or run up the steps below you with their backs to you.
