In order to do this you have to be in a superspeed modded private match.

First when you spawn you see the hill go down to where the rocket docks.

That hill, just when you start to go down you take a running start and jump directly at the middle headlight and you will be levitating.

It's a great idea to place camera spikes there so people will not notice they are levitating.
