Cheat:
To do this you must own a house that has an alchemy lab. You also need to get the Oghma Infinium, but do not read it!

Go to your house and open the bookshelf, then read the Oghma Infinium book and select the skill you want to increase.

Then close the book, but not the bookshelf screen. Store the book on the shelf and then take it back.

Select the book only, but do not read it. You will still get the skill gain.

Repeat these process to get as many skill points as you want.
