Cheat:
First, you must join the Dark Brotherhood by doing an assassination for Aventus Aretino and killing some captured folks for Astrid.

Then, when you gain access to the Dark Brotherhood sanctuary, you must pickpocket Astrid. In her inventory, you will see a dagger by the name of THE BLADE OF WOE.

That is the strongest blade in Skyrim. The only stronger dagger is an upgraded version of THE BLADE OF WOE made by smithing. Now you must steal it.

Doing so may or may not cause a glitch that makes you a traitor to The Dark Brotherhood. To clear you're name you must pay Nazir - a Dark Brotherhood member - an amount of coins.

After that, you must continue through the Dark Brotherhood questline until the Dark Brotherhood sanctuary gets sacked and Astrid is about to die.

Before her death, Astrid gives you ANOTHER BLADE OF WOE and asks you to end her misery and kill her.

After that you will have two BLADE OF WOEs.
