Cheat:
The first thing you need to do when you walk into White Run is, walk forward and take the first pathway on the left.

Then follow the pathway all the way down until you see the large tree. The you should see a circle of rocks and flowers.

Stand in the middle and face the tree. Turn right toward the first house then walk to the fake glass windows.

Then if you keep walking you should be able to slowly fall down through the ground.
