Cheat:
First you must join either the Stormcloaks or the Imperials and end the civil war. When the war is over go to Whiterun but don't go inside the city. Walk around the wall and you will eventually find a giant hole.

If you fall down the hole all the way you can't get out but there are two ledges that you can jump on instead. Jump on the one closest to the wall. Once you get down there should be a missing part of the wall. Go into the hole in the wall and look got the chest.

You may have to jump a few times to search it. If that doesn't work walk away from the box in every direction and there will be a hill. Jump off the hill toward the chest and quickly press A while you are in the air. The hill is invisible so be sure to walk around the box in every direction.
