Cheat:
To level up your block just go over to a cave (with vampires in it) and get the vampire disease.

Then go inside a building and wait for four days. Look at your person if he has the following: red eyes, sharp teeth, and pale skin.

If he does then go outside and get a really good sheild. Then wait four more days. Everyone should be attacking you.

So then just go in a corner and duck and block until its at 100.

Then quickly get out and run into a regular cave. Wait til night comes and feed on a sleeping person.

Now go to a bar and ask the bartender about the rumors. He will say stuff about some guy in Morthal who has been learning about vampires.

Go to that guy. Then feed on another person.

Go to the College of Winterhold and buy soul trap.

Then continue the quest with the vampire student guy.

You should then have no Vampire disease and block at 100.
