In the beginning of the level Ark you should be able to get a deployable cover before you reach the skull.
Keep the cover until you get to the bridge where the skull is. Get on top of the bridge and go to the last arch.
Deploy the cover by the arch and you should be able to jump into the indent in the arch where the skull is (you don't need grenades, people, or vehicles just a deployable cover).
