Go to Black Mountain and at the top is 3 buildings.

Enter the first one on your left and you need 100 science points to use the terminal that will unlock Raul's holding cell door.

Then talk to him and tell him to go with you and he will become a follower.

His perk is repairing things for youm but you have to be at his house in order for it to work.
