Go to Aurelius of Phoenix with 35 Barter. He wants you to bring him NCR dogtags for 10 caps.
If you have 35 Barter you can ask to trade for ammo and you will gain XP.
If the glitch works right you can gain XP by doing this as many times as wanted.
