First you need a NCR outfit.
Next go to Camp McCarran, and of course have your outfit on.
Go to the 2nd floor and get on the monorail and you will end up on the strip.
Just don't take the outfit off until you are fully on the strip itself!
It causes quite a bit of ruckus.
