This is the same cheat from Fallout 3.

Go to a weapon's dealer or store that sales weapons and check their selection.

If they have a weapon/armor similar to one in your inventory then buy the one with worst condition and sell it back, then buy it back again and the item should be in perfect condition.

Continue doing this and you will also be able to take all of their caps.
