After completing the entire Dark Brotherhood questline and the new Sanctuary has been upgraded to have a torture room, go to the people being tortured and torture them.

Do NOT kill any of them though!

Any one of them will say where they hid their dowry or their inheritance after talking to them a few times.

They hide anywhere from 10,000 to 20,000 gold each.
