To do this cheat you first need to get Shadowmere, which is one of the most powerful horses in Skyrim. You receive him when you're doing the quest "The Cure of Madness" which comes in under the Dark Brotherhood questline.

Since Shadowmere is invulnerable to all attacks (other than if you fall off a cliff with him) you can simply attach him over and over in order to level up your character!
