Go to Riften and find Brynjolf. You will find him at the town square, at the storefront when it is day time. Talk to him and then complete the quest he gives you.
He will ask you to meet him at a bar called the Ragged Flagon, which is located under Riften in the Ratway.
To him at the Ragged Flagon and you will start the "Taking Care Of Business" quest.
When you complete the quest you will become a member of the Thieves Guild.
