Cheat:
Click the button to sneak and move forward. Click LB( sprint button) and X at the same time while moving forward and you will do a silent roll with your weapon drawn. Works every time.

I also found another way of doing a silent roll (without the perk) just sneak and draw your weapon, then put away your weapon and click LB (while moving forward) and you'll do a silent roll. Doesn't work every time though.
