Go to any ATM Machine then block all intersections so that the ambulance cannot get to anyone.

Then wait for someone to use the ATM Machine then kill them when they are done and get the money.

Go away from that spot and go back to it then there should be more money!

You can repeat this process as many times as you want or until the money somehow goes away!
