Drive up the steps on to the overhead train lines and drive to the third island.
If you haven't unlocked it yet you'll get a 6 star wanted level.
Then wait in a covered tunnel for 5 minutes - police and helicopters can't get you easy!
This only works if you haven't unlocked the third island, but nothing's stopping you driving up there if you have unlocked it, as it's a good place to hide.
