This isn't really a cheat, just a tip.

First go to the China shop on the mission Bull in a China Shop for Vlad. Break the window closest to the door, then smash everything on the top shelf.

The next bit is hard. Try and jump over the shelf, if you succeed go to the cash register and withdraw the money.

Then go over to the tiled floor in the shop and walk towards the cupboard. You will go into a glitch and start falling.

When you get on the floor go back to the china shop and repeat.
