This isn't exactly a cheat but its cool armor.

Go to the ghoul underworld and search for a Mr. Crowley.

He will set you up on a quest to kill certain people.

He pays you by killing them in the back of the head by 100 caps.

He will give you a list. YOU MUST GET THEIR KEYS.

After the mission, kill Mr. Crowley and grab the keys.

Then explore the area for a CO headquarters which is west of the deathclaw sanctuary.

The keys will open the doors in the and, if you find a dead body of Tara, the armour will be there.
