When you reach a certain level of experience, you have a choice to become a lawbringer: To raise good Karma and money for killing bad characters. OR, Contract Killer, where you kill good characters for the same deal only with bad Karma.

When you pick one you'll receive the Perk along with a Letter from your organization of your choosing.

The East entrance to the Scrap Yard is for the Contract Killer and the Regular's Headquarters is southeast of Catterbarry Commons.
