Cheat:
Wait until you get robbed and when the robber is on your lot call the police.
When the police officers arrest the robber he will go inside your Sim's house to survey it.
While he is doing this click on the robber and let him go.
When it is morning invite him or her to a party and get to know him a little better, then you can keep calling him over and soon you will become friends.
