When you go to get the sniper, you will see a cement rectangle sticking out from the side in front of the car.
Go to the right side of the cement, and then towards the end where the level ends and you can;t get on the rocks in front.
Move off the rocks about 2 feet and then just press A and you can go wherever you want out of the map.
