First go to the mission "Bank Error in Your Favor".

Take Jessica as a hostage. When she is turning the alarm off, grab her then take her to her vehicle.

Get the Satchel charger, but if you don't have it the number is #949.

Then throw the Satchel charger at her car and press LT and Y as quick as you can.

When the clip is over it will say mission failed, then you press B and you're in her car. You can then store this at your garage.
