The Ultor Tower is also known as the Phillips Building.
First get the Tornado (the attack chopper) and go to the building.
Next go to any of the windows and either shoot the gun or the rockets.
Then when you have done this get high enough (not too high or you will overshoot).
When you are inside you will see things from the epilouge.
