Read this: You will not get the achievements if you skip Officer achievement and Elite.

Load a friends profile with a higher rank than you, join a game, then quit the game.
Whilst it is loading back to the Xbox Live section, sign out of your friends profile and load your own. Notice your name now has their rank.
Join another game and play until you get experience points.
This will now have put you on the same rank as your friend.
