Go to Beverly Hills. Then go to the building with the bikini pictures on it.
Get on the first ledge. Then get onto the roof (slowly tap A or use gravity cheat).
Then you can go left and drop through holes to get into the stores or keep going straight and go into a green part outside of the map, but you can't get out.
