When in manager mode, loan a player from any team.
When the player is signed, go to your budget allocation and put your wages to 100 and budget to 0.
Then go to sell players and cancel the loan deal and then go back to budget allocation and put it 50:50 and your budget should be over 2 billion and your wages over 40 million.
