Cheat:
This one is a bit more detailed for all of you that are confused on this glitch.

Note: You may need a high acrobatics and speed level to do this glitch. Also before you do this you might want to save your game because you can NOT get back into the actual game once you are out.

Fast travel to the Imperial City, Market District (has to be by fast travel to follow this guide easily).
Once you are there go to the middle where the paths meet. You should be facing towards the "First Edition" store and "The Copious Coinpurse" shop.
Take the path to the right so you are heading towards the door to the Imperial Elven Garden District (you are not going through them).
Stop in the middle of where the paths go left and right. (when you look to the left there is the store "Stonewall Shields" and to the right you should see an Arena poster. If not then it doesn't matter but there is a door down that path that leads into the "North Watch Tower".
Turn to the left again and go straight down the path until you reach the small stone wall.
Jump on top of it and look to your left a bit and there should be a small little pond thing (this is to make sure you are on the right thing).
Turn around so you are facing the way you came (the sheild store is closest to you).
Look to your left so you are facing the corner of the walls. Jump foward and hold foward, you will be on the ledge of it. Okay we are almost done.
Now turn to the right and walk along the ledge till you get to where it is seperated (or when you reach the lamp sticking out). When you do reach it it is flat so you can get a run start jump to get to the other side.
Once you get to the other side (other lantern) keep moving along the ledge until you get closer to the North Watch Tower.
Stand on the 3rd ledge away from the watch tower roof (its flat so you can just stand on it).
Then look at the green roof and jump onto the ledge of it.
When you are on it move to the right until you get to the corner of it.
Face the roof and look at the top corner of it (it should be right in front of you, it isnt hard to miss).
Jump towards the top and hold foward (this may take a few times but you rarely fall of the roof because the ledge of it catches you).
When you are up you are pretty much in a corner.
Now all you do it run towards the corner and you will be popped outside of the barrier.
There isn't much out here but its just fun to do.
