Go to Robbie in the DailyBugle and do a photo mission. It will take you outside, go back in then wait a few minutes and it will say "Mission failed, mission given to eddie".

Go to "Try something else" and then you can play as Peter Parker. Then go to the City Hall and a mission will come. Don't save the man though.

Then you can have full Spiderman abilites!
