You have to have the sky gem or it wont work.
Buy sky gem for Sonic, then go to New City and go right in front of the building.
Use the sky gem to teleport all the way up and land on top of the building. It will be invisible,
You go through it so you're inside the building. You can also walk right out like nothing.
