If you aren’t in the middle of a mission, it’s fine to run out in the open to get to your objective quickly. Enemies won’t follow you the entire time, and they can’t follow you into a mission. If a group of enemies is keeping you from where you want to go, you can start power struggles to turn their attention elsewhere.
