First get a cop car. Then go to your garage (if you got it already).

Drive the cop car in your garage. Get out and make sure the garage door closes correctly to work.

Use the explode all cars cheat. All the cars will explode including the criminal's car.

Once you have your cash reward get into your cop car in the garage and repeat the cheat.
